New P.T.R.C.

The Veneto Region has started the updating process of the Regional Territorial Coordination Plan, as a reformulation of the general instrument relating to the planning of the Veneto area, in line with the new programmatic framework provided for by the Regional Development Plan (Italian acronym: PRS) and in compliance with the new provisions introduced by the Cultural Heritage and Landscape Code (Legislative Decree no. 42/04).

In order to define the foundations of the Veneto civilization, necessary to connect the plan with the peculiarities of the space and culture of our territory, the Region availed itself of five “Protos”, namely authoritative personalities of the Veneto culture (Ulderico Bernardi - sociologist; Ferruccio Bresolin - economist; Paolo Feltrin – political scientist; Mario Rigoni Stern - writer; Eugenio Turri – naturalist and geographer). Their observations were collected in the "Carta di Asiago - Fondamenti del buon governo del territorio" (Asiago Charter – Foundations of a good government of the territory), which was presented in Asiago in February 2004 and then examined and commented by the five Protos during the meeting held in Asiago in February 2006.

Given the new needs arising and keeping in mind what has already been done by the territorial plan currently in force, the "Documento Programmatico Preliminare per le Consultazioni" (Preliminary Policy Document for Consultations) [PDF format, 3,1Mb], written by the Veneto Region with the contribution of Fondazione CENSIS, the University of Padua, the University IUAV of Venice and the National Town Planning Institute (INU) and presented in Padua in April 2004, outlines the general strategies and goals necessary to define the future scenarios that must be achieved by means of regional policies, always in line with a long-term sustainable development.

The "Preliminary Policy Document for Consultations" is the starting point for the implementation of the new Regional Territorial Coordination Plan. This process involves all the stakeholders and is a pre-requisite for continual exchange and confrontation: therefore the initial research for consents should turn into a shared implementation of the plan.

A first step was made with the document "Questioni e lineamenti di progetto" (Plan issues and outlines) [PDF format, 12,1Mb], presented in Venice in February 2005.

This document anticipates the main themes according to which the new PTRC is being conceived and highlights a radically changed scenario in which in addition to the ever-important role of the Region as far as the territory, landscape and the value of the planning instruments are concerned, there is also an ever-growing request for participation of the Veneto Region at a European level. A further step towards the PTRC updating process occurred in May 2006 with the “Praglia Meeting”, named “Veneto in Europe: areas with high natural content”.

On 2^nd March 2007 a meeting was held in Asiago named "Towards the new PTRC: Confrontation on ideas and themes". On that occasion, at the council chamber of the Asiago City Council the first documents of the PTRC were shown.

On 7^th August 2007 with Decision n. 2587 [PDF format, 290Kb] the Regional Council adopted the Preliminary Document of the Regional Territorial Coordination Plan.
