Plan issues and outlines (February 2005)
The "Plan issues and outlines" document, acknowledged by the Regional Council with decision no. 1158 dated 18th April 2006, was presented in Venice in February 2005.
This document reveals the main themes on which the new PTRC is being conceived and highlights a radically changed scenario in which, in addition to the ever-important role of the Region as far as the territory, landscape and the value of the planning instruments are concerned, there is also an ever-growing request for participation of the Veneto Region at a European level.
The plan follows a model in which analysis and project are elements which must not be kept separate. Analysis is always seen as a critical and focussed interpretation of problems and project never directly stems from the analysis’ results, since it is a series of steps which need to be verified and tested each time.
In the process of arranging and connecting the available data to give an interpretation of the territory, the PTRC involved different actors of the regional body: not only those connected to town planning and environment, but also offices dealing with culture, building or socio-economic planning. The PTRC has also declared, since its early stage, that the issue of territorial planning cannot be kept separate from other subjects which form part of a territory’s culture and management and has interpreted the definition of coordination plan in the broadest sense, therefore not considering it as a mere connection between different planning levels.
