Strategic Projects
In order for PTRC to be implemented, some specific strategic projects must be defined with the purpose of carrying out of significant works, interventions or programs involving important areas of the region. Art. 26 of the town planning regional law for territorial government no. 11 dated 23rd April 2004, introduces a new territorial government instrument, i.e. the “strategic project” intended for planning significant works, interventions or programs involving important areas of the region. Considering its implementation procedure, which is carried out by means of an “accordo di programma” (programme agreement between the institutions), the strategic project meets the need for intervention in specific fields or for specific issues, according to a territorial strategic planning and in relatively short times, before any occurences actually hinder important choices. ![]() ![]() In this perspective, pursuant to art. 26 of the Regional Law no. 11/04, the documents drawn up for the updating of the PTRC must single out the strategic projects. Said projects have been considered as an instrument to tackle significant issues by means of a “number of focused regional policies, concerning a restricted number of effective actions, supported by the productive and social forces, achievable within a definite time and whose administrative, financial and technical feasibility is determined”. In the “2005 plan issues and outlines” document which outlines the essential guidelines of the new PTRC, some themes have been singled out which should be subject to a strategic project, since they are a driving force in the local and global planning. By Decision of the Regional Council no. 2214 dated 11th July 2006, the Veneto Region has drawn up the first strategic project, named “Le ville di Andrea Palladio” (The Palladian Villas) with the purpose of safeguarding while enhancing the potentials of this architectural heritage recognized by UNESCO as a “world heritage site” and inscribed on the World Heritage List. ![]() ![]() The project priority objectives are adopting safeguarding measures for the areas surrounding each villa and environmental reconstruction, since the environment is a relevant part of the Veneto cultural identity, as well as updating the town planning currently in force, in case it does not comply with the present regulations and is not in tune with the present cultural approach. |
